We are happy to announce that Environmental Scientist Phil Bandy has become a part of our team!
Phil will be working out of our Eagle Idaho office, and will be providing consultation and services to clients who are planning and/or implementing projects with potential natural resource and environmental impacts. He has 28 years of experience in environmental and natural resources regulation, outreach and education, staff supervision, project and program management, and agency administration. His knowledge in these areas will further HECO’s goal of producing sustainable and environmentally friendly solutions to our clients.

Phil’s skill set will be applied at HECO by analyzing and interpreting natural resource and environmental policies and regulations; reviewing technical documents and submittals to government agencies; providing federal and state permitting and regulatory assistance; developing sampling and analysis plans and quality assurance plans; analyzing technical data; and, coordinating with state, local, and federal agencies.
Before HECO, Phil gained experience working with a variety of organizations and businesses, including Boise State University, Forsgren Associates, CuMo Mining Corporation, and serving as a Council Member and then Mayor for the City of Eagle.
Phil holds a Bachelor of Science in Geosciences, Master of Science in Geology, and a Master of Public Administration with an emphasis on environmental and natural resources policy and administration. As only natural for a native Idahoan, Phil loves the outdoors. Biking, golfing and skiing are some of his favorite activities. With many of our staff holding these same interests, he will be right at home! Phil resides in Eagle Idaho with his wife and sons.
