DESCRIPTION

The Project includes the following Work:

Two existing wells shall be decommissioned by the CONTRACTOR, including the School House Well and Well 2, which has reportedly partially collapsed. Decommissioning will occur either prior to or following drilling and construction of Wells 3 and 4. The two wells shall have a downhole video camera inspection before decommissioning to determine the wells’ current construction, verify casing depths, and inspect for downhole debris that could interfere with well decommissioning. The video camera shall be capable of both downhole and side viewing and provide a video inspection of sufficient quality to fully evaluate well casing extent and condition and the presence/absence of downhole debris. The result will include producing USB flash drives (or an equivalent digital format acceptable to the OWNER) that contain footage in color of the entire video inspection with inclusion of a continuous display of camera depth relative to ground surface.

The School House Well is currently housed in a cinderblock well house with a metal roof. The CONTRACTOR shall assume that removal and disposal of the well house from around the School House Well will be their responsibility and will require removal and disposal of the well house, existing pump, and associated discharge piping offsite and will include the following primary components:

• A 4-inch-diameter submersible pump and associated bowls, motor, shroud and electrical wiring, installed to a depth of approximately 160 feet bgs.
• Approximately 160 feet of 3-inch-nominal diameter steel drop pipe (pump column).

Well 2 is in an undeveloped area without an overhead structure. Decommissioning Well 2 will require removal and disposal of the existing pump assembly and associated discharge piping offsite, including the following primary components:

• A 4-inch-diameter submersible pump and associated bowls, motor, shroud and electrical wiring, installed to a depth of approximately 140 feet bgs.
• Approximately 140 feet of 3-inch-nominal diameter steel drop pipe (pump column).

The CONTRACTOR shall conduct groundwater exploration activities at Well 3 and 4 sites in accordance with these specifications. Anticipated drilling operations during groundwater exploration consist of the following:

• Drill the wellbore for, furnish, install and remove temporary, minimum 18-inch-OD temporary casing to a depth of 220 feet bgs.
• Drill the wellbore for, furnish, install and remove 18-inch-OD temporary casing from 220 feet bgs to a planned depth of 450 feet bgs.
•  Monitor groundwater levels and water production during drilling and collect formation cutting samples at 5-foot intervals above a depth of 220 feet bgs and at 2.5- foot intervals below a depth of 220 feet bgs according to the specifications.
• Based on observed cutting samples and groundwater production during drilling, drilling will be paused at up to two depth intervals between 220 and 450 feet bgs to estimate groundwater production rates and conduct preliminary groundwater quality sampling.

For bidding purposes, the CONTRACTOR shall assume that preliminary groundwater quality sampling will be conducted during drilling operations at depths of 350 and 450 feet bgs. However, actual sampling depths will be based on drilling results and decided by the OWNER. For conceptual purposes, the CONTRACTOR shall assume that drilling operations will continue after each groundwater sampling operation has concluded until a target depth of 450 feet is achieved. The CONTRACTOR shall be responsible for furnishing materials, equipment, fuel and labor required for preliminary groundwater quality sampling.

With suitable water quality results, the OWNER will decide to construct a new production well or decommission the wellbore and stop the project. If construction of the production well proceeds, the CONTRACTOR will perform construction and testing activities consisting of the following:

• Furnish and install permanent 8.625-inch-OD steel casing and well screen assembly (well screen, tailpipe and bottom plate) from 2 feet above ground surface to the depth specified by the OWNER.
• Remove temporary casing coincident with installation of casing, well screen assembly, filter pack and sealant.
• Develop Well 3, Conduct a downhole video inspection, conduct plumbness and alignment testing, and Clean and disinfect the Well 3.
• Furnish and install a test pump and discharge system within Well 3, including temporary power, capable of discharging up to 135 gpm during step-rate and constant-rate pumping tests in well 3.

The process of Well 3 will be repeated at the second location to install a Well 4. Pauses will be instituted during both construction processes to await performance and groundwater quality analyses to verify the constructed well then sealed at the surface awaiting a later connection to the distribution system.

The Project has an expected duration of 366 days.

Please note that long lead times for equipment or materials will be addressed via change order with the successful bidder. Bidder will be required to provide documentation of lead times to support the change order.

Work under this contract will be funded in its entirety with grant funds from Idaho DEQ Emerging Contaminants Drinking Water Fund.

Work includes the Construction of Holmberg Well improvements, filtration system, new filter building, piping and valving, electrical, controls, site improvements, a new 8-inch water main crossing the Beech Creek bridge on Ingle Street, water meter upgrades throughout town, and related improvements as specified in the plans and contract documents.

The Project has an expected duration of 300 calendar days for construction including lead time for materials.

Construction funding includes Oregon Safe Drinking Water Revolving Loan Fund (SDWRLF) program funds.

In compliance with funding requirements, bidders must be registered with SAM.gov
