Rehabilitation of El Portal Maintenance Facilities

HECO’s Comprehensive Rehabilitation of a Sanitary Sewer System

This $13.5 million phased project rehabilitated the existing El Portal sanitary sewer system ‘failure’ ratings noted in a 2006 condition and capacity assessment and Improvement Recommendation noted in the 2008 Capital Improvement Plan.

Together Phase One and Phase Two addressed sewer system improvement needs within Rancheria Flat, Trailer Park, and Old El Portal, located approximately five miles west of the Arch Rock Entrance to the Yosemite National Park. The Phase Two project included a redesign of the entrance piping to the El Portal wastewater treatment facility and installation of flow metering equipment. Phase One and Phase Two scope included, Scope Cost Validation, VA/CBA within Design Services for Schematic Design, Design Development, and Construction Documents.

This project included the following:

  • One-quarter mile of 18″ trunk main replacement
  • One-half mile of 8″ pipe
  • Over one mile of cured-in-place pipe (CIPP) rehabilitation
  • One and three-quarter miles of 6″ pipe
  • Over 10 miles of CCTV cleaning and inspection
  • Over 88 manhole replacements
  • Three new and one refurbished lift stations
  • Flow pacing and sampling equipment at the WWTP
  • SCADA and telemetry upgrades

In addition, there is an ongoing project replacing and upgrading the 15-year-old, 300-kilowatt emergency standby diesel generator that serves the  facility. The replacement system includes multiple new 150-kilowatt propane generator sets (to total 900kW), associated paralleling gear, and automatic transfer switch. The new system will include the capacity to support a 1000-kilowatt rental generator unit to meet NEC redundancy requirements.

The 96,000 square foot Maintenance Building in El Portal provides office space for resource management and science, procurement and contracting, facility management, telecommunications, dispatch, curatorial, planning and compliance, vehicle repair, and a number of maintenance shops.

HECO Engineers was tasked to provide Title II services and develop Final Design and Construction Documents to allow for a successful award of a construction contract which provides all necessary work to furnish and install a critical emergency systems back-up propane generator for the dispatch center (including the supporting servers) and to install transfer switches and reconfigure switch gear to accommodate an additional propane generator to be installed as part of an expansion to the dispatch center (which is also part of the scope of this project). Additionally, HECO Engineers was tasked with Title III services for Construction Support and Progress/Final Inspections.
