Replace Keller Ferry Marina Fuel Dock

WHO WE ARE

Lake Roosevelt National Recreation Area, Kettle Falls, WA

The goals of this project were to explore feasible and cost effective replacement of the fuel dock used in the Keller Ferry Marina. HECO was tasked with a Title I scoping trip to provide an opportunity to see the project first hand, discuss in detail the project scopes, develop an understanding of needs and limitations that will affect the subsequent analysis, and develop two or more feasible conceptual alternatives. The two options resulting from the scoping trip further examined were 1) A motorized cable with anchor system which will require adjustment of the cables to move the dock as the lake level fluctuates, and 2) A piling system which allows the dock to remain stationary for the duration of the operating season. The fuel dock system needed to accommodate moorage for 14 house boats, fueling service (single dispenser with twin nozzles and point of sale capability), and a sewage pump-out station. The fuel dock system needed to be operational between lake elevations ranging from 1270 and 1290 ASL. All vessel have 20 in draft and require freeboard of 26 inches. A geotechnical investigation conducted based on provided information for recommendations on pile driving and cable/anchor systems; conceptual layouts of the dock, gangway, bulkhead, piles and cables/anchors, and class C cost estimates for the two options. Pre-design services included conceptual layouts and associated class C construction cost estimates.

A Title II task order was given to HECO for design development to prepare a Basis of Design Report to summarize system requirements, regulatory requirements, design parameters, material consideration schematic drawings of the proposed system, and a class B cost estimate. Included are geotechnical and topographical surveys as needed. In addition, preparation of a final construction package that includes final design, engineering calculations, technical specification, class A cost estimate and schedule of values was included in the Statement of Work.
