Problem
In New Plymouth, Idaho, the sidewalk along South Plymouth Avenue was in poor condition and lacked compliance with modern ADA standards, making it challenging for pedestrians, especially school children, to navigate safely. The community needed a solution to enhance pedestrian safety and accessibility, especially in the school zone.
Key issues included:
- Deteriorated and narrow sidewalks
- Lack of ADA-compliant pedestrian ramps

Solution
To address these challenges, HECO Engineers worked closely with the City of New Plymouth to design and implement sidewalk improvements along South Plymouth Avenue, making the area safer and more accessible for all pedestrians.
The solution included:
- Replacing the existing sidewalk with a 10 ft. wide sidewalk for better pedestrian access
- Installing ADA-compliant pedestrian ramps at key intersections
- Adding decorative street lighting, supplemented with roadway lighting for improved visibility
- Underground electrical conduits were installed to power the lighting system
Results
As a result of the completed project, the community of New Plymouth now benefits from a much safer, more accessible sidewalk system, particularly in the school zone. This has improved overall pedestrian safety and ensured compliance with ADA standards.
