When Mike Holladay and Vern Brewer established HECO Engineers, their mission was clear: to provide municipal engineering services to small towns in Western Idaho. These communities, too small to sustain a full-time city engineer, relied on HECO’s expertise to address their infrastructure needs. Over the years, HECO has become synonymous with high-quality municipal engineering, specializing in water systems, wastewater management, land use planning, and the design of streets, roads, curbs, and gutters.

About 21 years ago, HECO Engineers embarked on a transformative partnership with the National Park Service (NPS). What began as an exploration of shared values quickly became a long-standing relationship rooted in mutual respect and collaboration.
“Our wheelhouse of being a city engineer was a good match with the National Park Service,” John Blom explains. “Every park is a small municipality.”
This synergy allowed HECO to expand its expertise beyond traditional municipal engineering into a broader range of disciplines. Today, our services include electrical engineering, structural engineering, land development, and, most recently, mechanical engineering.
