Wastewater System Improvements

HECO designed, prepared designs plans and specifications, assisted with bidding and negotiations.  And provided general administration of the construction contract.  As well as part-time on-site observation for wastewater treatment facility upgrades and collection system improvements.  There was additional scope addressed as an amendment to develop a hauled waste management plan.

  Wastewater treatment facility upgrades included: influent flow measurement and recording device, influent composite sampler, influent vertical fine screen, influent lift station, chemical metering system for wet well degreaser, replacement valves at lagoons, lagoon level measurement system, generator with automatic transfer switch, electrical and controls, control building miscellaneous upgrades and repairs, water service live replacement, and site and miscellaneous facility improvements.  Phase I collection system improvements include replacement or rehabilitation of identified gravity sewer collection system segments and extension of new gravity sewer mains on Farra Ln./Rimrock Ln.

Improvements and work included:

  • Engineering and Design – HECO prepared plans and specifications for the project in accordance with Oregon DEQ and funding agency requirements. Work included Preliminary and Final Design Phase documents and preparation of an opinion of probable construction cost.
  • Bidding and Negotiation – HECO assisted the City is obtaining bids for the project, attended the pre-bid conference, issued addenda, reviewed bids, prepared a bid tabulation, and assisted the City in awarding the construction contract.
  • Construction Engineering – HECO provided engineering administration of the construction contract, including managing the pre-construction conference, reviewing construction submittals, reviewing schedules, performing site visits, preparing change orders, reviewing payment applications, preparing a certificate of substantial completion, and preparing record drawings.
  • Resident Project Representative – HECO provided Resident Project Representative (RPR) services for the construction phase of the project.
  • Prepare O&M Manual – The purpose of this manual is to guide the wastewater treatment operator and City officials in operating and maintaining the wastewater collection system and treatment facility (headworks, lagoons, disinfection, and reuse system). The principal subjects addressed are the definition of the operator’s responsibilities, the duties that are necessary to the successful operation of the facility but are the responsibilities of City Government as a whole, process description and operating parameters, normal operating procedure and periodic maintenance, operating procedures for foreseeable unusual circumstances and emergencies, manufacturer’s manuals for mechanical and electrical equipment, record keeping requirements, and the NPDES Permit, and related documents.
  • Hauled Waste Management Plan – Prepared a Hauled Waste Plan to meet DEQ requirements to continue accepting wastewater from septic tank pumping trucks at the Mount Vernon wastewater treatment facility.
