Wastewater Facilities Plan

HECO Engineers played a pivotal role in the development of the Wastewater Facilities Plan for the City of Seneca in Oregon. This plan served as the foundation for the ongoing Wastewater System Improvements Project, aimed at addressing critical issues related to the municipal wastewater collection system and treatment facilities. HECO Engineers provided comprehensive civil engineering services, including project management, design, and funding assistance, to support the city in overcoming these challenges and ensuring the environmentally sound and efficient operation of the wastewater system. 

Seneca’s wastewater collection system utilizes a gravity-based infrastructure with a single lift station located at the facultative wastewater treatment lagoons near the Silvies River. However, the lagoons were identified as having seepage issues, exceeding the allowable limits set by the Oregon Department of Environmental Quality (DEQ). In addition, the collection system experienced significant inflow and infiltration (I&I), which compromised treatment and storage capacity. To address these concerns, HECO Engineers prepared the Wastewater Facilities Plan, approved by DEQ in July 2014, which identified four alternative solutions for system improvements. The plan formed the basis for subsequent design and construction efforts to rectify the seepage and I&I issues. 

HECO Engineers remained dedicated to supporting the City of Seneca throughout the project, assisting with funding applications and providing essential engineering expertise. At the city’s request, HECO Engineers prepared an Addendum to the 2014 Wastewater Facilities Plan, approved by DEQ in May 2016. This Addendum detailed the specific project elements required to meet DEQ’s requirements while remaining economically feasible within the available funding limitations. By collaborating closely with the City of Seneca, HECO Engineers demonstrated their commitment to finding practical and sustainable solutions that prioritize the well-being of the community and the protection of the environment.
