Wastewater Treatment Facility Improvements

This project included facility planning, an environmental report, and project engineering services for a wastewater treatment facility upgrade project to meet NDPES permit requirements for discharge of treated effluent to the Burnt River. The City’s lagoon treatment facility required upgrades or replacement to meet new NPDES permit requirements and the conditions of a Compliance Schedule with Oregon DEQ. Primary violations included effluent total residual chlorine and ammonia concentrations. In addition, the City’s existing lagoons are located within the mapped floodplain. Several alternatives were identified during the facility planning process. The City selected the most cost-effective alternative, which included replacing the existing lagoon treatment facility with a new package mechanical treatment facility using a dual-train, compact, integrated fixed film activated sludge (IFAS) treatment process. The new treatment facility includes a treatment building, influent screen and lift station, ultraviolet (UV) disinfection, and sludge storage lagoons. The treatment facility is located on a new site closer to town, while retaining the same river outfall location. The project is funded with OCDBG funds administered by Business Oregon IFA. HECO assisted the City with the funding application and prepared the Environmental Review for the project. Additionally, HECO has worked closely with the grant administrators, funding agency, City Council, and City staff throughout the project, including the land acquisition process, in which the City purchased land from the Union Pacific Railroad. HECO has completed the preliminary and final design phases. The bidding and construction phases are scheduled to begin Fall 2017.
