Wastewater Treatment Plant Improvements

Emmett, Idaho
HECO Engineers (Holladay Engineering at the time) worked with the City of Emmett for approximately 10 years to address substantial NPDES permit violations of their lagoon-based wastewater treatment plant and sewer collection system. HECO provided the engineering services for the City through the preliminary engineering evaluation, alternative selection, negotiation with EPA and DEQ, funding assistance, bond election, public hearings, design service, and construction service. This project has funding from a municipal bond (which passed by a 91% margin), USDA-RD Grant, Community Development Block Grant, DEQ Study Grant, and US Corp of Engineer 595 funds. The total costs for the project were $16.6-million. The project included extensive sewer main replacement, construction of new trunk mains, an under-drain network to control groundwater infiltration, and the design and construction of a state of the art mechanical treatment facility. The new plant has the capacity for a 15,000 population and can be expanded for a 30,000 population with the addition of another treatment basin in the future.
