Problem
The City of Eagle needed a safe and functional way to connect three existing pathways on either side of Eagle Road without interrupting traffic flow. The challenge was to construct a pedestrian underpass beneath the road while maintaining clearance for bicyclists and ensuring the structure would blend with the existing landscape. The project also involved significant surveying and right-of-way work to ensure precise placement and alignment of the pathway while navigating existing riverbanks and bridge infrastructure.
Solution
HECO Engineers provided a comprehensive solution to link the pathways by designing and overseeing the construction of a pedestrian underpass beneath Eagle Road. The underpass was built with approximately 8 feet 4 inches of vertical clearance to ensure adequate headroom for bicyclists. The pathway was excavated into the north bank of the river, and a concrete cut-off stem was constructed to stabilize the structure.
Riprap armament was relocated along the riverbank to accommodate the pathway, ensuring stability and environmental protection. HECO also provided critical land surveying services, including establishing survey control for the project’s duration, determining property boundaries, and conducting topographic surveys for the pathway’s design.
The project involved multiple surveying tools, including GPS for project control, robotic total stations for horizontal and topographic data collection, and automatic levels for vertical control. The final design incorporated landscaping, lighting, benches, and safety railings along the underpass, creating a safe and aesthetically pleasing environment for pedestrians and cyclists.
