HECO's Comprehensive Update to Nyssa’s Water System Master Plan

HECO prepared a comprehensive update to Nyssa’s Water System Master Plan (WSMP).  The WSMP addressed all components of the water system including system inventory, water rights, supply, demands, water quality, storage, fire protection, emergency planning, hydraulic modeling, and distribution system.

The WSMP was funded by a Community Development Block Grant through the Oregon Infrastructure Finance Authority (IFA), with review and approval of the WSMP by both the IFA and Oregon Drinking Water Services.  The City, with assistance from HECO, subsequently used the WSMP to secure $8.5 million in funding for a major water system improvements project which included arsenic and manganese removal, upgraded chlorination system, new system controls, storage improvements, new water sources, and distribution system upgrades.

  • Five total city blocks (12.8 acres) of irrigated lawn were removed from the potable water system and are now served by irrigation water.  This reduces the burden on the new treatment system by approximately 700,000 gallons per week.
  • Three backflow prevention devices were installed on large services, which feed into a mobile home park, reducing concerns of potential cross-connections within the site.
  • Twenty-eight old fire hydrants were replaced, and 10 new hydrants were added.

The City’s water supply did not meet current Safe Drinking Water Act standards because of the arsenic content.  The water also contained manganese, at levels that were not considered harmful, but did create staining, clogging of small pipes in houses, and other nuisance issues.  The treatment system effectively removes both the arsenic and the manganese. The changes to the distribution system have increased water circulation which improves water quality.  Fire flow and fire access have both been improved, creating a more reliable water supply system for the fire fighters.
