Water Master Plan and System Upgrades

HECO assisted the City of Eagle in the creation of a functional municipal water system.  This project lasted over 6 years with a total budget exceeding $5 million.  The initial stages of the project included the establishment of a water master plan and a complete revision of the City’s municipal code to specifically address the water system. 

 HECO conducted a thorough fee analysis to assist the City in establishing hook-up fees, water rates, and establish a storage and trunk line fee (STL).  This foundation enabled the City to approve two developments totaling over 2000 lots.  HECO assisted the City in negotiating development agreements with these developers to mitigate the effects of the developments on the City.   Each of the developments was required to acquire water rights, develop large-capacity municipal wells, and construct the entire necessary infrastructure to establish a new water system. 

HECO was contracted to perform all of the engineering for this project, which included the design and construction of two multi-pump artesian/deep wells including the associated pump houses, low flow pump stations and standby power.  In addition to the wells and constructed components, HECO’s study, report, and representation during the water rights court challenge enabled the City to acquire adequate water rights to supply this system in an area that is officially under moratorium through the Idaho Department of Water Resources (IDWR).  

While this work was being completed, HECO assisted the City in obtaining judicial confirmation to construct a $2 million reservoir, additional well and well house, system-wide chlorination, SCADA system, and miscellaneous system upgrade project.  With these components in the City system, Eagle is able to provide adequate water and fire protection to all of the existing residents on the east side of town, with a surplus of emergency capacity that the City was able to sell to neighboring water purveyors.
